Recently, every member of the Illinois Senate Republican Caucus sent a letter to Governor JB Pritzker formally requesting that he adopt the more widely-accepted 14-day timeline rather than his current 28-day requirement for moving between phases. If Pritzker agreed to that request, which he has not, it would have moved the state of Illinois into Phase 4 of the reopening plan on June 12th, instead of waiting until waiting until much later in the month.
The Senators pointed out the fact that surrounding states are moving ahead faster with reopening plans. They also noted that according to data from the Illinois Department of Public Health, the state is already meeting criteria for Phase 4.
